			<content:encoded><![CDATA[<p>Six Fullerton, California, police officers were placed on involuntary administrative leave as the FBI and Orange County District Attorney investigate the death of a homeless man who was forcefully restrained by officers.</p>
<p>The decision by Police Chief Michael Sellers came just hours before a contentious Fullerton City Council meeting Tuesday evening. More than 100 residents spent three hours at the meeting expressing outrage about the death of Kelly Thomas, who sustained serious injuries during the July 5 arrest by the officers.  During the council meeting, Thomas&#8217; father, Ron, expressed anger about how his son died in police custody. He accused the police of beating his son.</p>
<p>The FBI is currently investigating whether Kelly Thomas&#8217; civil rights were violated during the incident.  The Fullerton police have classified the incident as an &#8220;in-custody death.&#8221;  Authorities haven&#8217;t established an official cause of death and are awaiting results from a coroner&#8217;s autopsy and toxicology tests.</p>
<p>The July 5 incident occurred at around 8:30 p.m., when officers responded to reports that a man was trying to break into cars near the city bus depot three blocks from city hall.  An altercation took place between the police officers and Thomas, during which Thomas sustained serious injuries and had to be taken to a local hospital. Five days later, Thomas was removed from life support and died.</p>
<p>The incident is still under investigation by authorities.</p>

<p style="font-size: 14px; line-height: 19px; margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; font-family: arial; font-style: normal; font-variant: normal; font-weight: normal;">The Coast Guard boat, when it struck the Sea Ray, was being operated at planing speed, which was at least 19 knots and possibly as high as 42 knots.</p>
<p style="font-size: 14px; line-height: 19px; margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; font-family: arial; font-style: normal; font-variant: normal; font-weight: normal;">The NTSB recommended that the Coast Guard increase vigilance in checking the speed of their boats, establish policies that prohibit excessive speed, and develop a monitoring system to detect deviations from standard operating guidance and procedures.  It also recommended that the Coast Guard implement procedures to ensure that crewmembers can compensate for obstructions potentially affecting forward visibility on their SPC-LE vessels.</p>

Dan DeSousa, told local media that officers have been called to the property at least twice.  One of the calls involved allegations that one of the dogs involved in Saturday&#8217;s incident had bit another homeowner&#8217;s dog. The man also suffered a minor bite to his leg attempting to break the dogs apart.</p>
