January 25, 2010 – An investigation was under way Monday into the death of a woman who was struck by a car on an East County highway. Rebecca Ann Phillips, 23, of San Diego, was struck on southbound SR 125 just north of Grossmont College Drive about 9:30 p.m., California Highway Patrol Officer Brian Pennings said.
